Indian Customs is the single biggest source of delay for UK-origin shipments. Most holds are avoidable — they come from KYC mismatches, vague declarations, or banned items slipping through. This guide explains the process and the documentation that gets shipments cleared first time.
The Indian Customs process at a glance
- Vessel/flight arrival at the Indian gateway.
- Cargo offloaded to CFS (sea) or air cargo terminal (air).
- Bill of Entry (BoE) filed electronically via ICEGATE.
- KYC of consignee verified (Aadhaar or PAN).
- Customs assesses duty + IGST + cess on declared value.

Documents you must provide
From the shipper (UK)
- Commercial invoice — line-by-line item, quantity, unit price, total value in GBP.
- Packing list — box number, dimensions, weight, contents description.
- Bill of Lading (sea) or Air Waybill (air) — we generate this.
- Personal effects: declaration that goods have been used 12+ months (for TR concession).
From the consignee (India)
- PAN card (mandatory for shipments over ₹50,000).
- Aadhaar card.
- GSTIN (commercial shipments only).
- Passport or OCI card (Transfer of Residence cases).
- Import Export Code (IEC) for commercial businesses.
Duty, IGST and cess in 2026
Indian Customs charges three components on most imports:
- Basic Customs Duty (BCD): 5–28%, depending on HS code.
- IGST: 18% on (CIF value + BCD + cess).
- Social Welfare Cess: 10% of BCD.
Worked example for a £1,000 consignment of apparel (HS 6203, BCD 10%):
CIF value: £1,000. BCD: £100. Cess: £10. Subtotal: £1,110. IGST (18%): £199.80. Total India charges: £309.80.
KYC: the most common reason for delays
The consignee's name on the Aadhaar must exactly match the shipping label and the Bill of Entry. Common rejection causes:
- "Smt." or "Mr." prefix on the label but not on Aadhaar.
- Initials versus full middle name mismatch.
- Address mismatch between Aadhaar and shipping label.
- Mobile number not registered against the Aadhaar/PAN.

Transfer of Residence (TR) concessions
Indian passport holders or OCI card holders returning after 6+ months abroad qualify for TR. Used personal effects up to ₹5 lakh (£4,800) value can be imported duty-free. Conditions:
- Goods must have been used for at least 12 months.
- Consignee must be present in India at the time of clearance.
- TR can be claimed once per person every 3 years.
When Customs holds a shipment
Holds happen for three main reasons:
1. Banned item detected
Lithium batteries, food, plant material, alcohol without licence. The item is destroyed or re-exported; the rest of the shipment clears in 2–4 weeks.
2. Valuation dispute
Customs believes the declared value is too low and re-assesses. Pay the higher duty (or appeal — adds 4–8 weeks) and the shipment releases.
3. Documentation gap
Missing PAN, mismatched KYC, no commercial invoice. Provide the missing document and the hold lifts within 48 hours.
